Proposed regulatory direction on specific aspects of the universal postal service

The consultation will run from the 14th July 2010 to the 25th August 2010 during which time the MCA welcomes written comments on any of the issues raised in the paper. 

This consultation document makes proposals to address the following issues related to the effective regulation of the postal services by:

(a)providing a clear definition on how to classify postal products and services within the scope of the universal service;

(b) introducing the priority bulk mail product as a specific universal service product in the Universal Service Provider's licence;

(c) introducing tariff regulation for services which do not form part of the Universal Service obligation but fall within the scope of the universal service; and

(d) defining the express mail service.
