Who needs Authorisation?
The postal services market in Malta is fully open to competition.
Under the Postal Service Act (Cap. 254 of the Laws of Malta) an authorisation to operate or provide postal services shall:
- in respect of services within the scope of the universal service in order to guarantee compliance with the essential requirements and to ensure the provision of the universal service, be by an individual licence granted by the Authority; or
- in respect of services outside the scope of the universal services in order to guarantee compliance with the essential requirements, be by a general authorisation notified to the Authority.
Get an Authorisation
Any person providing or intending to provide a postal service must complete and submit an Application Form for a Postal Service Licence and Authorisation.
A Notification Form for a General Authorisation is required to solely provide postal services outside the scope of the universal service.

Postal Authorisation Fees
The Postal Services Act provides that an authorisation to provide a postal service is subject to the payment of an authorisation fee to the Authority.
The Postal Services (General) Regulations (Cap. 254.01 of the Laws of Malta) provides that postal operators providing services within the scope of the universal service are subject to a fee of €5,000 per annum or 1.5% of the total gross revenue from postal services within the scope of the universal service, whichever amount it the higher.
Postal operators providing solely services outside the scope of the universal service are subject to a charge of €150 per annum, provided that an operator whose annual gross revenue does not exceed €24,300 is exempt from the payment of any such fees.
