In most cases, when travelling on ships and planes, the EU Roaming Regulation would not apply and higher charges typically apply. There may be circumstances while cruising near an EU/EEA territory (such as on rivers, lakes or along the coast) where you could connect to a typical mobile network (terrestrial network), and your domestic tariff rates would apply, unless otherwise specified due to exceptions permitted under the EU Roaming Regulation.
