Wholesale voice call termination on individual mobile networks in Malta

The Malta Communications Authority (‘MCA’) is hereby publishing the final decision document concerning the wholesale markets for the provision of voice call termination services on individual mobile networks in Malta. The MCA notified the current decision to the EU Commission prior to today’s publication. The EU Commission comments letter is available here.

The MCA identifies three relevant markets for the provision of wholesale mobile voice call termination services in Malta. These are:

• a market for the provision of mobile voice call termination services by GO plc;

• a market for the provision of mobile voice call termination services by Melita Ltd;

• a market for the provision of mobile voice call termination services by Vodafone Malta Ltd.

These wholesale markets are not competitive and will not retract from this position during the timeframe of the review. To this effect GO plc, Melita ltd., and Vodafone Malta ltd. are designated with SMP in their relevant market. In view of this, the MCA is to impose the following regulatory obligations on all MNOs designated with SMP:

• Access to/and use of specific facilities;

• Non-discrimination;

• Transparency;

• Price Control; and

• Cost Accounting.

This decision follows a national consultation period, which took place from the 13th June to the 13th July 2018. The MCA received comments from Vodafone Malta Ltd. and GO plc., which have been taken into account in the current decision.
