Review of Decision - 'Carrier Selection for VoIP Services'

In August 2005 the MCA issued a decision entitled “Carrier Selection for VoIP Services – Report on Consultation and Decision”.


Various ISPs contested parts of this decision before the Communications Appeals Board, claiming that Maltacom’s 1021 service was predatory in nature. The Appeals Board subsequently held that the MCA should reconsider its decision, as it did not afford a fair hearing to the ISPs. The MCA following the ruling of the Appeals Board gave the ISPs and Maltacom plc the opportunity to make further submissions to those originally made. The MCA after considering the various submissions made and after further investigation and monitoring of Maltacom’s 1021 service, decided that there are no valid grounds to sustain the allegations made by the ISPs vis-à-vis the 1021 service.
