Postal Article Forwarding Services (PAFS)


The MCA is today publishing its Decision that a PAFS provider that uses its delivery network to distribute postal articles to its customers in Malta constitutes a postal service falling outside the scope of the universal postal service. In line with the Postal Services Act, Chapter 254 of the Laws of Malta a general authorisation notified to the MCA is required to solely provide postal services outside the scope of the universal postal service. Postal operators licensed to provide postal services within the scope of the universal postal service are automatically authorised to provide services outside the scope of the universal postal service. The effective date of this Decision is the 7th February 2019. In line with regulation 48 of the Postal Services (General) Regulations (Subsidiary Legislation 254.01 of the Laws of Malta) a PAFS provider delivering postal articles in Malta is required to notify the MCA by not later than the end of March 2019.
