Functional internet access at a minimum broadband data rate (USO) - Request for Interest

Provision of Access at a Fixed Location - Requirements to be complied with by the Universal Service Provider (USP) in relation to Functional Internet Access – Proposed Decision and Request for Interest in the provision of the Universal Service.

In September 2010 the MCA outlined its proposed approach to the setting of requirements to be complied with by the designated USP for the provision access at a fixed location - currently GO Plc - in relation to the provision of a connection capable of supporting functional Internet access at a specified minimum broadband data rate.

This document (MCA/D/11-0314) provides the MCA's proposed decision with regard to the requirements to be complied with by GO Plc for the provision of access at a fixed location, in relation to the provision of a connection capable of supporting functional Internet access at a specified minimum broadband data rate.

Prior to issuing its final decision on the requirements to be complied with by the currently designated USP, the MCA will assess whether there exists any other undertaking willing to provide the universal service for the provision of access at a fixed location in line with this proposed decision.

Any interested undertaking willing to provide this universal service is required to express their interest formally in writing to the MCA by not later than the 1st June 2011 i.e. 21 days from date of publication of this proposed decision.
