Quality of Service Parameters to be Measured by Internet Access Service Providers and Publicly Available Interpersonal Communications Providers
In accordance with the European Electronic Communications Code, the Malta Communications Authority (‘MCA’) will be responsible to monitor and collect systematic information about the quality of the services offered by providers of internet access services and of publicly available interpersonal communications services. In anticipation of the transposition of these requirements into national legislation, the MCA is embarking on a consultative process to determine a minimum set of quality of service (hereafter ‘QoS’) parameters to be measured by providers. This consultative document proposes the methodologies that should be adopted by providers when measuring the performance of these QoS parameters and also proposes requirements regarding the content, form and manner in which the QoS performance results are to be published by providers. By means of this consultative process, the MCA is encouraging interested parties to contribute by providing feedback to the proposals being set out by the MCA to establish a common framework on the measurement of QoS parameters within the industry. All responses are to be submitted to the MCA by not later than the 8th of February 2021 and are to be submitted to the Authority electronically on consultations@mca.org.mt.
