Guidelines on Must-Carry Obligations

Must-carry obligations require operators of certain TV broadcast networks that are used by a significant number of end-users as the main means to receive TV broadcasts, to reserve part of their network capacity for the retransmission of TV channels qualifying as meeting General Interest Objectives ("GIOs"). On the 1st September 2011, the MCA consulted on must-carry obligations. Having analysed and considered the views and comments received, the MCA is presenting this document, which provides the official guidelines that will be used by the MCA when imposing must-carry obligations.
