Expression of Interest - Lists of External Experts
External experts will assist the MCA in activities that may include:
- Analysing and contrasting the innovation in communications outlook by government, investors, enterprise and intermediaries;
- Identifying current and planned relevant policy priorities for Malta and Europe highlighting expected impact on the local economic contexts;
- Capturing current, planned and potential future activity undertaken in Malta by both the local and foreign private interests; and
- Gauging Malta’s readiness to attract business and investment in the sector.
External Expert engagement may entail:
- Conducting research;
- Organising and managing interviews and focus groups;
- Report writing;
- Presentation of findings; and
- Any other related tasks.
Eligibility
Experts with a professional background in ICT law, technology, business and public policy, with specialist competence in any of the Domains of Competence identified below may apply.
Domains of Competence:
- Data protection
- Digital marketing
- Digital media/content and IP
- Digital Single Market
- eCommerce
- Electronic payments
- Entrepreneurship and start-ups
- Funding (EU and others)
- ICT FDI & taxation
- Information systems
- Innovation management
- Intellectual property and copyright
- Internet governance
- Telecommunications
To be considered for inclusion in one or more of the Lists of External Experts, an applicant must:
I. hold a university degree at Masters level or higher; AND
II. have a high-level of expertise in one, or several domains of competence listed in this call.
Method
The MCA will be drawing Lists of External Experts in 14 Domains of Competence. Eligible experts that respond to this EOI will be included in one or more of these lists.
Inclusion on the lists entails no obligation on the part of the MCA concerning award of a contract.
When the MCA necessitates external expertise in one of the identified Domains of Competence, the Authority will issue a Request for Quotes through the Government Gazette. The MCA will be directly notifying by email all experts featuring on the respective List of External Experts about such call. The Requests for Quotes will not be restricted to experts featuring in the list.
Conditions of engagement
To be considered for inclusion in the Lists of External Experts, the applicant must confirm that he/she would adhere to the below conditions should a contract for service be offered in future.
- Experts will be remunerated on a per hour engagement rate that does not exceed €50 (fifty Euro) net of VAT.
- Only the expert may work on the engagement. No task, or part of, may be subcontracted or reassigned to subordinates or other experts.
- Experts will be expected to attend meetings organised by the MCA related to prior planning or to the presentation of any work undertaken. Time engaged in such meetings will not be eligible for remuneration provided that duration of meetings does not exceed 15% (fifteen) of the total time of engagement.
- The MCA will not make available any remuneration or financial allowance to cover costs or disruption incurred by the Expert in relation to transport, accommodation, subsistence, consumables and working facilities.
The Lists of External Experts will remain valid until the 31st December 2017. The MCA reserves the right to cancel the lists or issue further calls to select additional experts.
Responding to the EOI
Candidates interested in having their names entered in one or more of the lists of external experts are invited to submit an application utilising the attached EOI Response Form by no later than noon Friday, 31st July 2015.
