Career Opportunity: Analyst (External Relations)
Prime Focus of Position:
Coordinates with internal experts to analyse EU and international regulatory and policy developments in the communications sector, ensuring well-informed positions and advice are provided to MCA leadership. Supports the Authority’s engagement with international institutions and relevant national stakeholders, while managing, as assigned, related projects, agreements, and cooperation frameworks such as Memoranda of Understanding. Promotes awareness of international affairs across the organisation.
Main Responsibilities
Direct Accountability:
- Monitor and analyse EU and international policy and legislative developments relevant to the sectors under MCA’s purview.
- Coordinate with internal experts to develop MCA’s positions, ensuring timely and informed input into regulatory and policy matters.
- Conduct research and provide advice to his superiors, including preparing responses to questionnaires, drafting briefing notes and policy recommendations.
- Liaise with external entities—such as EU institutions, international organisations, ministries, regulators, and other government bodies—as designated.
- Process requests originating from memberships and participation in international bodies (e.g. BEREC, IRG, ITU, UPU).
- Identify and assess EU and international funding opportunities relevant to the MCA and the communications sector.
- Support the implementation and management of formal cooperation agreements, including Memoranda of Understanding, as assigned.
- Promote awareness within the MCA and Government on international developments and processes of relevance to the communications sector.
- Perform other duties as assigned.
Management:
- Plan and manage assigned projects, ensuring effective implementation, stakeholder coordination, reporting and delivery within scope, time, and budget.
- Work independently while contributing to team and cross-unit initiatives in line with MCA’s strategic objectives.
Internal Contacts:
- Liaise with internal units to coordinate input on international and EU-related matters.
- Support senior management with insights and documentation related to international activity.
- Assist the PR team on external communications related to international affairs.
External Contacts:
- Liaise with EU institutions, international organisations, government ministries, and peer regulators.
- Represent the MCA, as assigned, in EU and international fora and working groups, ensuring timely and accurate communication of MCA’s positions and obligations.
Key Selection Criteria:
- A recognised qualification at:
- MQF Level 7 in European Studies, Diplomatic Studies, International Relations, Law, Communication Studies, Business Studies, Information Technology, English, Maltese or a related field; or
- MQF Level 6 in the above-mentioned disciplines, or a related field, plus two (2) years relevant work experience.
- Knowledge of the EU institutions and their decision-making processes and the digital and communications sector, will be considered an asset.
- Solid analytical and report writing skills.
- Excellent command of verbal and written English and knowledge of Maltese language.
- Project management skills.
- Proficient use of office automation tools, Microsoft Excel, Word and PowerPoint.
- Ability to lead and/or participate as a member of a team.
