BEREC conducts a preliminary analysis of intra-EU calls
On 26 February 2018, BEREC issued a report that presents a preliminary analysis of telecommunications operators data, from both fixed and mobile operators, recently collected by National Regulatory Authorities (including the MCA) on behalf of BEREC, on the matter of intra-EU calls. This is based on a data collection exercise conducted between December 2017 and February 2018.
The paper was developed to provide additional material and information on this issue following the European Parliament’s proposal in the legislative process for the adoption of new telecommunication rules that are set to be agreed to by the European Council, European Parliament and the European Commission by mid-2018. The proposal envisages that service providers could not charge higher fees to users when calling from mobiles or landlines to another EU Member State than they do when calling within their own country, unless objectively justified by additional direct costs that the operator might have to bear.
In its paper, BEREC states that the level of detail in operator response received from 24 countries is not consistent throughout. Data indicates that intra-EU calls represent a small portion of all voice minutes for both fixed (between 0.9-7.0%) and mobile networks (less than 3% annually).
