Career Opportunity: Senior Technical Specialist

Prime Focus of Position:

The Senior Technical Specialist is responsible for leading and overseeing advanced regulatory and technical projects within the electronic communications domain. The role involves ensuring compliance with regulations, shaping policy development, conducting high-level technical research, and representing the Authority at the national and international levels. The Senior Technical Specialist will act as a mentor to junior staff and provide strategic guidance on regulatory and technical challenges.

Main Responsibilities

Direct Accountability:

  • Lead and oversee the management of the radio spectrum in compliance with national and European law.
  • Develop and drive consultation documents, high-level technical reports, and policy or strategy documents related to electronic communications regulation.
  • Supervise and provide guidance on investigations and compliance monitoring of operators and service providers, ensuring adherence to obligations such as interference, electromagnetic radiation, quality of service, and security.
  • Validate notifications related to electronic communications networks, radiocommunications equipment, and spectrum assignments.
  • Direct and manage surveys and mapping of electronic communications infrastructure, service coverage, demand, investment, and funding opportunities.
  • Conduct and oversee strategic research on socio-economic drivers for connectivity, leading assessments of demand, investment trends, and funding opportunities.
  • Evaluate emerging technological advancements in the electronic communications domain and propose strategic initiatives for Malta.
  • Represent MCA at national and international regulatory and industry forums, providing expert leadership and technical input.
  • Advise senior executives and decision-makers within MCA on technical, regulatory, and strategic matters.
  • Develop technical regulatory frameworks and contribute to legislative updates and amendments.
  • Engage in high-level technical liaison with governmental and industry stakeholders.
  • Perform other high-level duties as assigned by the Chief of Spectrum Management and Technology.
     

Management:

  • Oversee and manage complex projects independently, ensuring alignment with regulatory objectives.
  • Lead the business planning process by defining technical strategies and objectives.
  • Identify, develop, and implement innovative regulatory solutions and frameworks.
  • Ensure compliance with international best practices and regulatory requirements.
  • Mentor and coach junior and mid-level specialists, ensuring knowledge transfer and professional development.
     

Internal Contacts:

  • Provide technical expertise within the MCA, guiding internal teams and management.
  • Support executive leadership by providing strategic technical insights and regulatory direction.
  • Collaborate with cross-functional teams to develop integrated regulatory strategies.
  • Recommend policy adjustments based on advanced research findings and technological developments
     

External Contacts:

  • Engage with high-level stakeholders, including government agencies, international regulators, and industry leaders.
  • Represent the MCA in critical discussions at the national, EU, and international levels, including within BEREC, the RSPG, CEPT and the ITU. 
  • Provide advisory and technical expertise to external entities on regulatory compliance and emerging technologies.
  • Lead and contribute to intergovernmental and cross-industry working groups.
     

Key Selection Criteria

Qualifications & Experience:

  • A recognized qualification at MQF Level 7 in a Science, Technology, Engineering, and Mathematics (STEM) discipline, or equivalent with a minimum of three (3) years of experience in a relevant field.
  • OR a recognized qualification at MQF Level 6 with at least four (4) years of relevant experience.
     

Competencies & Skills:

  • Strong analytical, leadership, and strategic decision-making skills.
  • Expert-level report writing and technical documentation skills.
  • Excellent oral and written communication skills, with the ability to engage at senior levels in the English and Maltese languages. 
  • Advanced proficiency in regulatory analysis, risk assessment, and technical compliance.
  • Proficiency in office automation tools, data analysis software, and technical modeling tools.
  • Ability to work independently and lead strategic initiatives.
     

Preferred Qualifications & Experience:

  • Extensive expertise in areas such as spectrum management, data communications, cybersecurity, electromagnetics, geographical surveys, GIS, and qualitative or quantitative research methods.
  • Project management certification (e.g., PRINCE2, PMP) and proven experience in managing regulatory projects.
  • Significant experience in the telecommunications sector, regulatory enforcement, or policy development.
  • Experience in representing regulatory authorities at international and governmental levels.
     

Additional Notes

A recognized Qualification comparable to the number of credits, as applicable, is only accepted subject to an MQRIC formal recognition statement.

  6. in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
