Operations Unit

The Operations Unit is responsible for Regulatory Operations, Regulatory Accounting and Market Framework. 

As part of the Regulatory Operations function this Unit handles day-to-day issues concerning the regulation of the market including such issues as interconnection, access, and number portability. It is responsible to monitor quality of established service standards, network integrity and Universal Service Obligations set for the respective sectors.  It also develops and monitors the evolution of access and interconnection products together with the related terms and conditions.

The Operations Unit also sets and implements Regulatory Accounting and other economic competition requirements on sector undertakings.  In this respect, it manages the regulatory financial and economic aspects of the electronic communications and postal sectors, including regulatory accounting and accounting separation.  The cost accounting function also involves the monitoring, supervision and setting of parameters for wholesale costing and retail pricing in line with the regulatory framework. 

Under the Market Framework function, this Unit is responsible for managing the general authorisation and licensing regimes for the commercial provision of electronic communications and postal services.  It monitors compliance with general authorisation conditions and maintains the internal regulatory processes related thereto.  This Unit also manages the numbering plan and the allocation of numbers to authorized undertakings.  It is also responsible for the periodic collection of market information requirements / statistics.
