Technology and Spectrum Management Unit

The Technology and Spectrum Management Unit is responsible for the technical implementation of regulatory decisions. It also has an oversight responsibility for the technical evaluation of polices that can affect the local communications sector. It advises the MCA on issues related to new and next generation technologies, technology standards and industry best practice, as well as on the development of new electronic communications services.

The unit works closely with market players and international bodies on initiatives aimed at enhancing the integrity of the national communications infrastructure and facilitating the evolution of Malta’s communications networks.

Under the spectrum management function, this Unit is responsible for regulating the use of radio frequencies.  It reviews international developments and local spectrum needs and allocates frequencies through the publication of the national frequency plan. It is also responsible for the development and implementation of spectrum assignment methodologies applicable to different bands and for the licensing and subsequent monitoring of spectrum usage, which includes EMF audits and interference issue resolution.

The unit is in charge of the invite proposal for Malta’s ITU allotted satellite slots, a project aimed at supporting the provision of high quality commercial satellite services and to provide strategic commitment, vision and capability of experienced international players in order to tap new opportunities for ongoing business growth.
